Color Preamp power supply - is discharge resistor needed?

I've just completed my first build of power supply for Matt's Color Preamp 'Skunkie edition'.

I've notived that he's forgotten a discharge resistor. I suppose it is necessary for safety purposes.

Do you think puting a 0.5 MOhm 1W resistor parallel to 33 uF cap will do?

I would use a 2W 470K seems to work well.

Did you measure the voltage on the output of the power supply without load? Should it be higher than 300 VDC?

Honestly, the unloaded voltage isn't important :)
